Carlos Morales Troncoso was born on
September 29 1940 and is married to Luisa Alba de Morales with whom he has 4 children. He gained degrees in two disciplines;chemical engineering and sugar engineering fromLouisiana State University and in 1982 was also awarded a doctor honoris causa of humanities byChicago State University . His career in the sugar industry has seen him form the state sugar council for the Dominican republic, over which he currently presides as president. Troncoso is a member of the
Presidential Reformist Counsel . He was a member of the monetary board of the Dominican Republic prior to becomingvice president of the Dominican Republic in 1986 after winning his candidacy withJoaquín Balaguer who becamepresident and continued in this role until 1994. In addition to his tenure as Constitutional Vice President of the Republic, he also held the position of Extraordinary and Plenipotentiary Ambassador of the Dominican Republic to theUnited States of America inWashington, D. C. for the 1989-1990 period. From 1994 until 1996, Troncoso was the foreign secretary of the Republic, regaining this title in 2004 and holding it to the present day.He frequently makes statements as Foreign Minister that make people comment that he is at best wary of the presence of Haitians in the Dominican Republic.
Awards
Troncoso has won acclaim at home and abroad. In 1982, he was named "Businessman of the year" by Asociación Interamericana de Hombres de Empresa, Inc. In 1982 he was named "man of the year" by the Dominican Chamber of Commerce of New York . He was named most distinguished graduate of the year in 1992 by Louisiana State University. He has been honored for his political work by
